    The legacies of state corporatism in Korea: regulatory capture in the Sewol ferry tragedy

    Regarding the causes of the Sewol ferry accident that claimed 304 lives in April 2014, some scholars have blamed neoliberal reforms such as deregulation and privatization for the safety regulatory failure. Others have highlighted the role of industry influence and corruption. Our analysis shows that regulatory capture was the crucial causal factor; moreover, this capture was institutionalized from the state-corporatist arrangements of the authoritarian period rather than reflecting new arrangements under the democratic era or corruption per se. The delegation of the critical safety regulation enforcement to the shipping industry association was not introduced as a neoliberal reform but in the context of state corporatism of the Park Chung-hee regime. Democratic governments continued to protect the monopoly of the lucrative Incheon–Jeju ferry business, contrary to neoliberal logic.     Electrical Investigation of the Oblique Hanle Effect in Ferromagnet/Oxide/Semiconductor Contacts

    We have investigated the electrical Hanle effect with magnetic fields applied at an oblique angle ({\theta}) to the spin direction (the oblique Hanle effect, OHE) in CoFe/MgO/semiconductor (SC) contacts by employing a three-terminal measurement scheme. The electrical oblique Hanle signals obtained in CoFe/MgO/Si and CoFe/MgO/Ge contacts show clearly different line shapes depending on the spin lifetime of the host SC. Notably, at moderate magnetic fields, the asymptotic values of the oblique Hanle signals (in both contacts) are consistently reduced by a factor of cos^2({\theta}) irrespective of the bias current and temperature. These results are in good agreement with predictions of the spin precession and relaxation model for the electrical oblique Hanle effect. At high magnetic fields where the magnetization of CoFe is significantly tilted from the film plane to the magnetic field direction, we find that the observed angular dependence of voltage signals in the CoFe/MgO/Si and CoFe/MgO/Ge contacts are well explained by the OHE, considering the misalignment angle between the external magnetic field and the magnetization of CoFe.Comment: 19 pages, 8 figure

    An Exploratory Study on the Association Between Social Capital and Self-Rated Health of South Korean Women with Disabilities

    The purpose of this chapter was to explore the relationship between social capital and self-rated health status as assessed in the activities of the everyday life of South Korean women with disabilities. For this purpose, the authors analyzed the 8th data of the panel survey of employment for the disabled (PSED) that included a sample of 275 women with disabilities who are paid worker. The authors found that working environment, working hours, personal development possibilities, communication-and interpersonal-relationships, the fairness of performance assessment, welfare benefits, training opportunities, and job satisfaction differed significantly in relation to the self-rated health status of women with disabilities. The authors also found that for working hours, communication, and interpersonal relationships, significantly higher self-rated health status was found for satisfied compared to the satisfaction group. For personal development possibilities, welfare benefits, and training opportunities, self-rated health status was significantly higher for the satisfaction group than the dissatisfied group. For fairness of the performance assessment, self-rated health status of the satisfaction group was significantly higher than in the dissatisfied and the normal group. Therefore, in order to improve the self-rated health of South Korean women with disabilities, it is necessary to provide working environment considering their disability characteristics and various training opportunities in their workplace

    Energy-Efficient Decoders of Near-Capacity Channel Codes.

    Channel coding has become essential in state-of-the-art communication and storage systems for ensuring reliable transmission and storage of information. Their goal is to achieve high transmission reliability while keeping the transmit energy consumption low by taking advantage of the coding gain provided by these codes. The lowest total system energy is achieved with a decoder that provides both good coding gain and high energy-efficiency. This thesis demonstrates the VLSI implementation of near-capacity channel decoders using the LDPC, nonbinary LDPC (NB-LDPC) and polar codes with an emphasis of reducing the decode energy. LDPC code is a widely used channel code due to its excellent error-correcting performance. However, memory dominates the power of high-throughput LDPC decoders. Therefore, these memories are replaced with a novel non-refresh embedded DRAM (eDRAM) taking advantage of the deterministic memory access pattern and short access window of the decoding algorithm to trade off retention time for faster access speed. The resulting LDPC decoder with integrated eDRAMs achieves state-of-the-art area- and energy-efficiency. NB-LDPC code achieves better error-correcting performance than LDPC code at the cost of higher decoding complexity. However, the factor graph is simplified, permitting a fully parallel architecture with low wiring overhead. To reduce the dynamic power of the decoder, a fine-grained dynamic clock gating technique is applied based on node-level convergence. This technique greatly reduces dynamic power allowing the decoder to achieve high energy-efficiency while achieving high throughput. The recently invented polar code has a similar error-correcting performance to LDPC code of comparable block length. However, the easy reconfigurability of code rate as well as block length makes it desirable in numerous applications where LDPC is not competitive. In addition, the regular structure and simple processing enables a highly efficient decoder in terms of area and power. Using the belief propagation algorithm with architectural and memory improvements, a polar decoder is demonstrated achieving high throughput and high energy- and area-efficiency. The demonstrated energy-efficient decoders have advanced the state-of-the-art. The decoders will allow the continued reduction of decode energy for the latest communication and storage applications.     The Utilization of Traditional Herbal Medicine for Treatment in Traditional Korean Medicine Clinics

    A cross-sectional study has been conducted to detect the facts about the use of traditional herbal medicines (THMs) in South Korea. The questionnaire has been adopted from the 2017 National Survey for the usage of traditional Korean medicine (TKM) and consumption of THMs. A total number of 1346 participants have been involved in this study. Results showed that the non-decoction types of herbal medicines, which are mostly used for therapeutic purposes (89.0%), and the decoction types of herbal medicines were not only used for the purpose of treatment of diseases (62.5%) but also health improvement purposes (21.9%). Results presented that decoction types of THMs are used for musculoskeletal diseases (56.0%), digestive diseases (21.3%), and respiratory diseases (6.3%), whereas the non-decoction types of THMs are commonly used in musculoskeletal diseases (55.6%), respiratory diseases (20.5%), and digestive diseases (18.1%). Future studies are highly recommended to detect more details about the medical use of THMs in South Korea

    The purpose of this study is to develop a social work education strategy for mitigating health inequalities among the socially vulnerable. The limitations of the healthcare approach to health promotion and health inequality, which we examined through the health belief model describing an individual’s health behavior, emphasize the prevention of diseases that have not yet occurred or are likely to occur, healthcare management for them, and the functions and role of the community in the process, based on the individual’s spontaneity to practice health behaviors. Therefore, to compensate for these limitations, it is deemed necessary to add healthcare curriculum, such as public health, social epidemiology, and etiology, to the existing curriculum of social work based on an in-depth understanding of social vulnerability and social environment as well as the importance of preventing and managing diseases

    Spin cast ferroelectric beta poly(vinylidene fluoride) thin films via rapid thermal annealing

    We describe a method of fabricating ferroelectric beta-type poly(vinylidene fluoride) (PVDF) thin films on Au substrate by the humidity controlled spin casting combined with rapid thermal treatment. Our method produces thin uniform ferroelectric PVDF film with ordered beta crystals consisting of characteristic needlelike microdomains. A capacitor with a 160 nm thick ferroelectric PVDF film exhibits the remanent polarization and coercive voltage of similar to 7.0 mu C/cm(2) and 8 V, respectively, with the temperature stability of up to 160 degrees C. A ferroelectric field effect transistor also shows a drain current bistablility of 100 at zero gate voltage with +/- 20 V gate voltage sweep. (C) 2008 American Institute of Physicsopen485

    Massive transfusion protocol: the reason it is necessary

    Objective. The purpose of this study is to identify problems of emergency transfusion at the bedside and to determine need for massive transfusion protocol. Methods. We included patients who met the criteria for “trauma team activation” and were admitted to division of trauma. The amount of blood product transfused in each unit was investigated for balanced transfusion. We also investigated the compliance with assessment of blood consumption score. The correlation between the time elapsed from patient visit to first transfusion order and time elapsed from first transfusion order to transfusion start was analyzed. Finally, we investigated various factors which serve to influence the decision-making process regarding early transfusion order. Results. Ratio of packed Red blood cells (pRBC): Fresh frozen plasma (FFP) was well-balanced, but platelet transfusion done was much lower than pRBC and FFP in emergency room. The application of emergency blood release did not match the criteria of assessment of blood consumption (ABC) score. The time from the first transfusion order to the transfusion start was found to be constant irrespective of time from patient visit to first transfusion order. And, the time from the first transfusion order to transfusion start did not differ significantly among patients with early transfusion order and delayed transfusion order. Only systolic blood pressure of < 90 mmHg was identified as a major predictor for early transfusion order. Conclusion. Balanced transfusion is not easy and emergency transfusion could be delayed at the bedside. Integrated and systematic structures for massive transfusion protocol would be invaluable and indispensable
